1) Purpose
Primary objective: Provide the Bombers leadership with guidance on programs and services that reinforce Bombers' values and community-first identity—Community First, Youth Development, Local Pride, Collaboration.
2) CAB Charter
2.1 Mission (CAB)
The Community Advisory Board exists to advise and strengthen the Oceanside Bombers' community-first model by offering trusted local feedback, building strategic partnerships, and shaping programs that deliver benefits beyond game day.
2.2 Guiding Principles
The CAB will use the Bombers' core values as decision filters for recommendations and priorities: Community First, Youth Development, Local Pride, and Collaboration.
2.3 Goals (What "success" looks like)
Build programs that serve Oceanside & North County with credible community partners across sectors (health, education, safety, business, media, youth mentorship).
Expand inclusive community engagement—including bilingual outreach to underserved communities—so more families can participate.
Advance youth and education outcomes through the Bombers' nonprofit efforts (Cookouts and Cameraderie, Take Flight Foundation) and aligned programs and initiatives.
2.4 Role of the CAB (Advisory, not operational)
The CAB provides:
- Community insight and feedback loops
- Partnership introductions and collaboration pathways
- Program recommendations and credibility guidance
- The CAB does not manage day-to-day team operations or replace staff functions (marketing, ticketing, football ops, venue operations).
3) Scope
3.1 In Scope (What CAB advises on)
Community programming & activation: youth clinics, family-friendly events, education tie-ins, and community benefit initiatives aligned with Bombers' values.
Partnership development: schools, nonprofits, health systems, civic groups, downtown organizations, and local businesses.
Trust & inclusion: outreach strategies that welcome diverse communities, including bilingual engagement pathways.
Health, wellness & prevention initiatives: athlete/family wellness support, credible prevention and education partnerships.
Public safety & civic alignment: ensuring events and community engagement are aligned with safety, trust, and responsible civic participation.
Downtown vibrancy & local economic impact: connecting game-day energy to downtown activation and local pride.
3.2 Out of Scope (What CAB does not decide)
- Team roster/coaching decisions
- Contracting/procurement authority (unless explicitly delegated)
- League governance decisions (beyond designated liaison/representative roles noted)
3.3 Operating Rhythm
Cadence: Monthly meetings during season ramp; quarterly thereafter
